BLOOM CONSULTING (hereinafter referred to as "we") establishes the following policy regarding the handling of personal information in connection with the website and related services (hereinafter referred to as the "Service") operated by we. We comply with applicable laws and handle personal information appropriately.
1. Scope of Application
This policy applies to the handling of personal information obtained by we through all pages of bloom-abroad.com, inquiry forms, partner pages, blogs, campaign pages, and similar channels. The handling of information after transitioning to external websites is governed by the respective policies of those third parties.

- Personal Information: Information that can identify an individual, such as name, address, email address, phone number, online identifiers such as cookies, and other similar data.
- Personal Data: Personal information that is systematically organized and managed.
3. Information We Collect
- Information you provide: name, email address, phone number, country and city of residence, travel plans, preferred schools or programs, preferences for insurance and communication services, inquiry details, responses to reviews or surveys, images, and attached files.
- Automatically collected information: IP (Internet Protocol) address, device and browser information, language settings, referrer, browsing behavior (views, time spent, clicks), cookies and similar identifiers, UTM (Urchin Tracking Module) parameters, and tracking events.
- Information from integrations: minimal performance-related data from referrals by agents or partners.
4. Methods of Collection
- Information collected via forms, chat, email, and similar methods.
- Automatic collection through cookies, web beacons, local storage, and similar technologies.
- Collection of performance data through referral codes and tracking URLs.
5. Voluntary Provision and Consequences of Non-Provision
Providing personal information is voluntary. However, if required information is not provided, you may not be able to use all or part of the Service, including receiving estimates, application support, member notifications, participation in campaigns, or benefits based on referrals.

Legitimate interests include service improvement, fraud prevention, management of referral performance, quality control, and the establishment, exercise, or defense of legal rights. Marketing communications and certain categories of cookies are based on user consent. Users may withdraw consent at any time, but this will not affect the lawfulness of processing prior to withdrawal.
8. Use of Cookies and Similar Technologies
- This site uses the following cookies:
- A cookie issued by this site to remember your display language
- A Cloudflare cookie used to distinguish bots from people
- A Google Analytics cookie used to record page views
- We use the following services for access analytics:
- Google Analytics (loaded through Google Tag Manager) — records which pages were viewed, where visitors came from, device and browser type, and approximate region. It uses cookies.
- Cloudflare Web Analytics — records page load speed and referrers. It does not use cookies.
- On the contact form and the free consultation form we use Cloudflare Turnstile. To distinguish automated submissions, it sends interaction signals and your IP address to Cloudflare.
- We do not currently manage consent through a cookie banner.
- You can disable cookies in your browser settings. If you do, your display language will not be saved and form submission may fail.
9. Provision to Third Parties and Outsourcing
- We provide personal information to third parties in the following cases:
- With your consent
- When required by law, or necessary to protect life or property
- If you send an inquiry or application through a form on this Service to a listing party (a property lister, a school, a study-abroad agent, or an insurance agency), we provide your name, email address, and the content of your inquiry to that listing party, to the extent needed to process it. Recipients are limited to the listing party you selected. Before sending, we show you the recipient and the information to be provided, and proceed only after you consent.
- We outsource the handling of personal information to the following external services. All of them are companies outside Japan.
- Supabase — stores the content of inquiries, account information, and saved favourites.
- Cloudflare — delivers the site, stores listing images, and judges automated form submissions.
- SMTP2GO — handles recipient email addresses and message bodies in order to send automatic replies and notifications.
- Google — handles browsing records for access analytics.
- We require security measures from these providers and enter into the necessary agreements.
- We do not sell personal information.
- The privacy practices of external websites or partner businesses are outside our control. Please review their policies separately.
10. International Transfers
We are based in Japan. Supabase, Cloudflare, SMTP2GO, and Google, listed above, are all companies outside Japan. Your information is therefore processed and stored on servers outside Japan. We implement the necessary safeguards in accordance with applicable laws.
11. Business Transfers
In the event of mergers, corporate splits, business transfers, or asset sales, personal information may be transferred to successors. We ensure that such information continues to be handled in accordance with this policy or an equivalent standard.
12. Retention Period
Personal information is retained for as long as necessary to fulfill the purposes of collection or as required by law. Retention periods may be extended as necessary for legal obligations. Information that is no longer needed will be deleted or anonymized appropriately.
13. Security
We implement reasonable security measures, including access controls, encryption, log monitoring, least-privilege access, and employee training. However, we cannot guarantee complete security of data transmitted or stored over the internet.
14. User Rights
In accordance with applicable laws, users have rights including access, correction, addition, deletion, restriction of use, data portability, and withdrawal of consent. We may request reasonable information to verify identity. Requests that are excessive, unfounded, repetitive, or that may infringe on the rights of others may be declined in whole or in part within the limits of the law. Reasonable fees may apply for copies. We aim to respond within 30 days, though this may be extended depending on complexity.
15. Traffic Tracking
We identify traffic sources using UTM-tagged URLs and referral codes, and record them in Google Analytics. We use them as statistics that do not identify individuals, to decide which pages to expand. Where we send email notifications or messages, you may unsubscribe at any time.
16. Behavioral Targeting Advertising
We do not currently conduct behavioral targeting advertising. If we do so in the future, we will update this policy and provide advance notice before conducting it based on consent.
