Ce qui a changé

Targets were set for 2027, 2028 and 2029. New temporary resident arrivals: 370,000 a year (220,000 new workers and up to 150,000 new international students).

Permanent resident admissions: 380,000 a year, including people already working or studying in Canada, with the economic class kept at more than 64% of the total.

A new time-limited measure will move up to 200,000 people already in Canada to permanent residence: a workers cohort (up to 100,000 people plus their families) and a humanitarian cohort (up to 100,000).

Admissions under the Provincial Nominee Program (PNP) and Atlantic Immigration Program (AIP) will increase. The Rural Community Immigration Pilot will become permanent.

  • People in the humanitarian cohort (Hong Kong permanent residence pathways, Ukraine Family Reunification Pathway, people found eligible on humanitarian and compassionate grounds)
  • Spouses, common-law partners and dependent children of Canadians and permanent residents already living in Canada

The page is dated November 5, 2026. The plan covers 2027, 2028 and 2029. The time-limited measure provides space to process applications in 2027.

Exceptions

The Francophone immigration targets (9.5% in 2027, 10.5% in 2028, 12% in 2029) apply outside Quebec.

The goal of bringing spouse or common-law partner wait times closer to 12 months applies to people destined outside Quebec.

For the workers cohort, provinces and territories may also identify people who already applied under the Atlantic Immigration Program or closed federal programs (Start-up Visa, Self-Employed Persons, Agri-Food Pilot, home care worker programs).

The time-limited workforce retention measure is described as separate from this year's levels plan.

  4. If you plan permanent residence with your family, check how family members are treated in the official guidance.
