무엇이 바뀌었나
On September 15, 2026, Colombia's Ministry of Foreign Affairs reminded foreign nationals who hold a permanent resident (Residente Permanente) visa issued under the previous rules to complete the visa transfer (traspaso de visa) by the deadline.
The deadline is October 31, 2026. This is not a new rule.
The Ministry is repeating the deadline set by Resolución 9316 de 2024.
The procedure is online only and is required to get your foreigner ID card (cédula de extranjería).

This announcement doesn't say what happens after the deadline.
The Ministry asks you not to complete the procedure anywhere other than the official portal and not to use agents.
