무엇이 바뀌었나
The permanent resident admissions target is 380,000 per year in 2027, 2028 and 2029.
The plan "stabilizes levels for permanent resident admissions at 380,000 per year" and aligns with the previous plan.
The economic class will stay above 64% of total admissions over three years.
Admissions include people already working or studying in Canada, not just new arrivals.
Planned admissions under the Provincial Nominee Program (PNP) and Atlantic Immigration Program (AIP) increase.
Express Entry reforms are under way, covering the federal economic programs, the Comprehensive Ranking System (CRS) and new measures for high-wage occupations.
A new time-limited measure is also being introduced.
It uses additional admissions space in 2027 to help up to 100,000 workers already in Canada, as well as their families, transition to permanent residence.
누가 대상인가
- Workers cohort: up to 100,000 people already in Canada, as well as their families

The page is dated 2026-11-05 (November 5, 2026). The plan covers 2027, 2028 and 2029.
Time-limited measures such as the workers cohort will use additional admissions space in 2027.
예외·대상 제외
The time-limited measure has a workers cohort and a humanitarian cohort, covering up to 200,000 people in total.
The workers cohort covers up to 100,000 people, as well as their families.
Provinces and territories can nominate workers through increased PNP allocations.
They can also identify workers who have already applied under select federal programs.
These are the Atlantic Immigration Program and programs closed to new applications: the Start-up Visa Program, the Self-Employed Persons Program, the Agri-Food Pilot and home care worker programs.
The humanitarian cohort covers up to 100,000 people.
Spouses, common-law partners and dependent children of Canadians and permanent residents living in Canada will also have their applications processed.
The goal is to bring spouse or common-law partner class wait times closer to 12 months for those destined outside Quebec.
A separate time-limited workforce retention measure is not part of this levels plan.
The In-Canada Workers Initiative, announced in May 2026, will be completed in 2027.
The Rural Community Immigration Pilot is being made permanent.
Francophone immigration outside Quebec is targeted at 9.5% in 2027, 10.5% in 2028 and 12% in 2029.
