Japan is listed among the visa waiver countries, so you do not need a visitor visa to enter New Zealand for less than 3 mont⁠h⁠s⁠.

The NZeTA (New Zealand Electronic Travel Authority) costs NZD 17 through the mobile app or NZD 23 through the INZ websi⁠t⁠e⁠.

On an NZeTA you can stay up to 3 months at a time and up to 6 months within any 12-⁠month peri⁠o⁠d⁠.

What do I need to apply for a student vi⁠s⁠a⁠?
You need a scan of your passport information page, evidence of an offer of a place in an approved course and evidence that you have enough money to live on. If required you also need police certificates, and evidence of a ticket (or money for a ticket) out of New Zeala⁠n⁠d⁠.
Can Japanese citizens use the working holiday vi⁠s⁠a⁠?
Yes. Citizens of Japan aged 18 to 30 are eligible. You can stay up to 12 months and the fee starts from NZD 770. You show that you have at least NZD 4,200 to cover your living expens⁠e⁠s⁠.
