In the BLOOM abroad listings, Cebu tuition ranges from USD 672 to 3,162 (JPY 142,000-334,000), a gap of more than four times between the low and high ends. That spread is not a ranking of schools. It comes mainly from differences in conditions: number of weeks, the daily lesson mix, room type, and whether meals are included. To compare quotes, align them on the same weeks and the same terms first.
Why the range is so wide
- Number of weeks: the weekly rate for a short stay and a long one are not the same, so the ends of the range often reflect duration.
- Daily lesson mix: the balance of one-to-one and group lessons moves the figure.
- Accommodation terms: occupancy, facilities, and how many meals are included.
- Course type: general English versus test preparation or a purpose-specific course.
- Quote currency: USD and JPY quotes are mixed in the data, so the exchange assumption has to be aligned before comparing.
Cebu carries 33 listings, and the breadth of conditions widens the range. By city, Manila has 10 listings at USD 890-1,540 (JPY 189,000-353,400), Baguio has 6 at USD 1,000-1,580 (JPY 185,000-217,000), and Iloilo has 3 at USD 700-1,300. The shape of the range differs by city, so judging from the top end alone, or the bottom end alone, moves you away from the real picture.
How to align quotes on the same terms
- Fix one duration, for example asking every school for four weeks.
- Specify the lesson mix, whether mainly one-to-one or combined with group classes.
- Specify the room type, single or shared.
- Specify how many meals per day.
- Specify the currency, and confirm the conversion assumption, meaning the date and rate applied.
With those five aligned, differences between schools in the same city become explainable. It also gets easier to ask for a revised quote when you change one variable, which shows where you have room to fit a budget ceiling.
What belongs in your comparison table
| Item | What to confirm | Why it varies |
|---|---|---|
| Tuition | Weeks covered and lesson mix | A different mix changes the weekly rate |
| Accommodation | Included in tuition or billed separately | Quotes on different assumptions can reverse the total ranking |
| On-site fees | Items paid after arrival, and in which currency | They are sometimes absent from the advance quote |
| Materials and test fees | Whether the course triggers them | Depends on course type |
| Changes and refunds | Terms before and after the start date | Conditions differ by school |
Contract terms worth checking beyond the amount
- Deadlines for cancelling or postponing, and how refunds are treated at that point.
- Conditions for changing the course or lesson mix partway through.
- Whether you can change accommodation, and what it adds if you can.
- How make-up lessons are handled if a class is cancelled or a teacher changes.
- Documents issued after payment, such as receipts and confirmation of your place.
Whether a figure is reasonable can only be judged once the terms match. Sort quotes built on different terms by price and the cheaper-looking one can end up higher in total. When the written terms are hard to read, ask in writing and keep the answer in writing, which makes later checks straightforward.
Working backwards from a budget ceiling
Rather than picking within the listed range, you can set a total ceiling first and present the conditions that fit inside it to schools. Among the variables, shortening the stay by a week, changing room type, or adjusting the lesson mix, cut first from the ones with the least effect on your learning goal. Which variable matters most depends on your purpose, so deciding the order of cuts in advance speeds up the decision.
Where to start comparing
Narrow Cebu candidates from the Cebu school list, and use the Philippines country page or cross-country search to compare across cities. Listed ranges are a starting point; actual amounts shift with conditions and season, so confirm the latest figures and terms with each school.
