When Canada, Australia and the Philippines are all on the table, do not start from the image of each country. Settle three things first: the number of weeks you can commit, your total budget ceiling, and the goal beyond English itself. In BLOOM abroad, school data currently centres on the Philippines, where listed school counts and tuition ranges are visible. For Canada and Australia, follow the country pages and compare once your conditions are fixed.
Three things to settle first
- Length: the weeks you can protect. A few weeks and six months or more lead to different kinds of options.
- Budget ceiling: not tuition alone, but a ceiling that covers flights, living costs and on-site fees.
- The goal beyond English: preparing for further study, work experience, a test score, or travelling with family. With two or more goals at once, neither country nor school gets decided.
Once those three are set, the question shifts from which country is better to which country still leaves options that fit your conditions. The second question is narrower and faster to answer.
What to compare, and where to check it
The table below is not a ranking of countries. It is the order of checks and where each check belongs. Rules and costs change, so confirm the latest through official sources for each country and through each school.
| Axis | What to look at | Where to check |
|---|---|---|
| School options | How many candidates remain for your city and course | BLOOM abroad country pages and school lists |
| Cost | What tuition includes, how accommodation is handled, quote currency | Quotes from each school |
| Procedures | Required documents, order of applications, expected lead time | Official sources (embassies, consulates, immigration authorities) |
| Permitted activities | Whether work or further study is allowed depends on your status of stay | Official sources |
| Travel burden | Flight time, time difference, return cost | Current airfares and school start dates |
Use Philippine figures as a reference point
Estimating all three countries to the same precision is hard, so one approach is to anchor on the Philippines, where actual figures are visible. In the BLOOM abroad listings, Cebu has 33 schools with tuition of USD 672-3,162 (JPY 142,000-334,000), Manila has 10 at USD 890-1,540 (JPY 189,000-353,400), and Baguio has 6 at USD 1,000-1,580 (JPY 185,000-217,000). Get a quote in that range for your own number of weeks first, then place quotes from Canada and Australia beside it. The gap then shows up as an amount rather than an impression.
Country information is on the Canada, Australia and Philippines pages. To search across conditions, use cross-country search.
Do not run the steps in parallel
- Write down your purpose, length and budget ceiling.
- Narrow to no more than two candidate countries.
- List candidate schools in each and request quotes on identical terms.
- Once the quotes are in, check documents and procedural requirements against official sources.
- Arrange flights and insurance after the school has confirmed your place.
Booking flights before those steps can force a rebuild of the schedule when start dates or processing times do not line up. Managing deadlines is also more realistic after the country list is short.
Common stumbles
- Deciding on the feel of a country, then finding weeks and budget do not fit.
- Comparing tuition only, and judging the total without accommodation or on-site fees.
- Relying on second-hand accounts for procedural requirements, which vary by nationality, timing and status of stay.
- Running several countries at once until documents and deadlines outpace you.
- Departing without a measurable English goal, which leaves nothing to judge course choices against.
Scholarships and where to ask
Looking into scholarship programmes based in Japan is one way to change the cost assumption. BLOOM abroad holds information on programmes including JASSO overseas study support (undergraduate degree, graduate degree and exchange types), the JASSO Category 2 loan for overseas study with its study-abroad top-up, Tobitate Study Abroad JAPAN, and the Keidanren global talent scholarship. Eligibility, amounts and deadlines differ by programme, and some do not cover language study alone, so check the latest guidelines for each.
